Over the course of a decade in politics Rory Stewart saw how power really works and what forces drive our communities apart. He was a backbench MP, held several ministerial positions, and stood for prime minister – before being sacked from a Conservative Party that he had come to barely recognise. 1. Legal and Institutional Framework A union is more than a treaty; it requires shared institutions. 3. The Security Pillar: "NATO without the US" The most difficult hurdle is defense. Currently, the US provides the "nuclear umbrella" for all these parties. European Nuclear Deterrent: Without the US, the union would rely entirely on France (and to a lesser extent the UK) for nuclear protection. Joint Command Structure: The union would need to transform the EU's "PESCO" or "SAFE" initiatives into a standing military command that includes Canadian and UK forces. Ukraine as the "Shield": Ukraine would likely transition from a "country in need of aid" to the union's primary land-based military power, stationed at the eastern frontier.
4. Specific Challenges for Each Partner Partner Main Hurdle to Joining UK Sovereignty: Re-accepting rules from a "Brussels-like" center after fighting for Brexit. Canada Geographic Pivot: Overcoming the "gravity" of the US economy (75% of Canadian exports go to the USA). Ukraine Institutional Reform: Completing the massive anti-corruption and judicial reforms required by the EU. EU Decision-Making: Moving from "Unanimity" to "Majority Voting" so that one small country cannot veto the entire Transatlantic Union.

What would be the "Trigger"? This union is unlikely to happen through slow diplomacy. It would likely require a "Systemic Shock", such as: US Isolationism: A permanent US withdrawal from NATO and the implementation of massive tariffs on all allies. A "Security Vacuum": The need for Canada and the UK to find a new "Strategic Home" because the US is no longer a reliable security guarantor.
